County Manager Tom Robinson says building regional support for the Rockingham County equestrian center is what made the difference in receiving money this year from the General Assembly.

That and a sharp eye from state Rep. Nelson Cole.

The legislature approved $2.4 million to be spent on the Horse Park of the South, the name for a long sought equestrian center slated to be built near the intersection of U.S. 29 and Barnes Street in Reidsville.

Cole succesfully moved more than $2 million from a barn project in Raleigh to be put to good use in Rockingham County. The legislator said that the entire Triad delegation to the state house supported the budget ammendment.

County budget requires $1 million in cuts PDF Print E-mail

An excerpt from County Manager Tom Robinson's budget message. View the complete budget here.

"Due to the poor local and national economy, the Board of Commissioners has stated that the main budget priority for the coming year is to maintain the current county property tax rate. This has proven to be a very difficult task due to the fact that the growth in the two main sources of non-restricted county revenue, county property taxes and sales taxes, is insufficient to maintain the historic level of county services.  Property taxes and sales taxes are projected to only grow by 1.5% and 2.5% respectively for the coming year and expenditures normally grow 3%to 6% a year. Even so, County departments have done a very good job holding expenses and requests to a minimum.  It was still necessary to eliminate almost $1 million in current year operating expenses.  Eighteen positions have been either eliminated or reduced in hours in order to cut county expenses.

"Reductions in County services are painful.  It is very difficult to eliminate jobs and cut services, as once a service level has been established, the public, our clients and customers do not want the level of service to go down.  Demand for many county services, (unlike most private sector businesses), actually goes up when the economy is bad.  Also, State and Federal mandates do not stop. We simply cannot have a deputy or paramedic not show up when needed.  The number of people suffering from depression, drug addiction, spousal and child abuse, etc. increase during a poor economy.  People still expect quality and timely service from the Register of Deeds, the Library System, Building and Inspections and Environmental Health among other services. The need for Public School and Community College facilities and their maintenance also does not decrease."

On May 20th at 10:00 p.m. deputies responded to a reported self inflicted gunshot wound and the victim had since ran into the woods. While responding, deputies were informed that the weapon had been taken from the victim, but he had re-entered the residence on Means Creek Road near the Glen Chapel Road, collected another firearm, and had ran back into the woods.

The victim was determined to be Rodney Dell Johnson, 32, of 1417 North View Church Road in Danbury.

There were others at the scene and giving conflicting detailed information. Alcohol appeared to be a factor with witnesses.

Johnson approached the deputies at the scene and explained how he was attempting to clean a .22 caliber pistol while in the backyard. The pistol discharged accidentally and he was shot in his upper left forearm.

The victim was offered medical assistance, but he refused. He indicated a family member would transport him to the hospital.

Biz-Tech Center recives funding boost PDF Print E-mail
Tuesday, 20 May 2008 12:11

The Rockingham County Business & Technology Center (RCBTC) has been awarded a $300,000
grant from the e-NC Authority to support its ongoing efforts to stimulate entrepreneurship and
technology-based economic development in Rockingham County. The grant is part of $1.2
million provided to the e-NC Authority by the N.C. General Assembly during its 2007 session to
support its Business & Technology Telecenter program. Funding is payable over a two-year
period.

The RCBTC is one of seven e-NC Telecenters, all located in distressed rural areas of North
Carolina. Since opening in July 2005, the RCBTC has created 48 jobs, trained 347 individuals for
a total of 757 contact hours and helped clients qualify for $277,000 in business loans. As part of
its technology-based economic development efforts, the RCBTC has created a statewide
recognized website that includes a business planning & resource guide specific to Rockingham
County and a web-based calendar that highlights events and workshops related to technology
and entrepreneurship across the Piedmont Triad. The Center was also selected by the e-NC
Authority to prepare and present a series of e-business workshops across North Carolina during
the second half of 2007.

Additionally, the RCBTC has invested a great deal of effort developing infrastructure
and systems beyond its core operations. Specifically, it has created a branch of SCORE®, the
Service Corps of Retired Executives, to increase its capacity to provide business counseling. To
date, seven volunteer business counselors with over 200 years of combined experience have
been recruited and are offering their time to help entrepreneurs start and grow businesses in
Rockingham County.

According to Mark Wells, the RCBTC's Executive Director, "The most
successful organizations surround themselves with the best talent they can find. I'm trying to do
that with staff, volunteers and partners. SCORE is one great example."

The RCBTC also has partnered with the Eden, Reidsville and Western Rockingham Chambers of Commerce,
the RCC Small Business Center, the City of Eden Business Development Office, the City of Reidsville
Economic Development Office and the Rockingham County Partnership for Economic & Tourism
Development to create the Business Coalition of Rockingham County. By working together, we
are working to guarantee a business-friendly environment in Rockingham County.
The RCBTC also has partnered with NC Cooperative Extension and the Rockingham
Opportunities Corporation to launch the Rockingham Community Kitchen, a certified commercial
kitchen available for farmer and caterer entrepreneurs to rent in order to help them
avoid expensive start-up costs often associated with food businesses. Currently, the RCBTC is
working with the Rockingham County Engineering Department and Appalachian State
University's Energy Center to evaluate the ability to extract methane from the County's landfill for
use to support entrepreneurs. It also plans to lead a county-wide technology plan designed to
improve broadband and cellular communication coverage in the County.

None of its prior accomplishments nor its future plans would be possible without the support of
the e-NC Authority and matching support from the Rockingham County Board of Commissioners.
Rockingham County's economy is improving because of their continued belief in the RCBTC and
the impact it is having in the community.
